Chief Data Officer (CDO), State of Maryland

Patrick McLoughlin, GISP, is the Chief Data Officer for the State of Maryland, where he is responsible for setting statewide data management and analytics practices. He has 17 years’ experience helping large data programs maximize the value of their data by aligning data management strategies with business strategies. He has experience in both the public and private sectors, previously serving as the Director of Data Solutions at Johnson, Mirmiran, & Thompson, where he led data strategies, data management, and governance processes, as well as Director of Business Intelligence for the Maryland Department of Information Technology where he led the BI, Analytics, and the State’s Open Data Program. Pat has a Bachelor of Science from Salisbury University.
