Melvin Brown II

Deputy Chief Information Officer at the U.S. Office of Personnel Management (OPM)

In October 2021, Melvin Brown II was named Deputy Chief Information Officer (DCIO) for the Office of Personnel Management. In this role, Mr. Brown oversees an Information Technology (IT) portfolio of $100+ million in programs and a growing workforce of 216 employees. He is responsible for providing leadership and direction in the formulation, development, and execution of the Agency’s information technology strategy and policy in accordance with the mandates of the Federal Information Technology Acquisition Reform Act (FITARA), the President’s Management Agenda, and other applicable laws, policy, and regulations. Under Mr. Brown’s leadership, OCIO established an Organizational Change Management strategy based on their Customer First Guiding Principle to ensure that all products were designed collaboratively with their customers, keeping customer experience at the forefront. He also spearheaded a number of Employee Engagement initiatives for the OCIO workforce such a Think. Grow. Innovate Friday (TGIF) Program to provide staff with time for applied and experimental learning in both technical and non-technical skills. These efforts resulted in a 12-percentage point increase in OCIO’s FY21 Federal Employee Viewpoint Survey score.


Prior to joining OPM, Mr. Brown spent two years at the Small Business Administration as the Director of the Enterprise Business Management Office within the Office of the Chief Information Officer (OCIO). In this position he matured SBA’s IT governance capabilities and ensured that SBA’s IT investments align with its mission and objectives. A key accomplishment during his tenure was launching SBA’s first-ever virtual Command Center during their historic response to COVID-19. This Command Center provided SBA Senior Leadership with the necessary analytical insights to make informed decisions on the Economic Injury Disaster Loan (EIDL) and Paycheck Protection Program (PPP). Prior to SBA, Mr. Brown spent twelve years with the Department of Homeland Security (DHS) where he served in multiple leadership positions including serving as a Senior Advisor to the DHS Presidential Transition Officer (PTO). He also served as Director of the Consulting Services Division, focused on development of out of the box COTS solutions for the DHS Secretary and Under Secretary for Management Directorate. Before joining DHS, Mr. Brown was an IT Program Manager at the Federal Aviation Administration for the award-winning FAA’s Knowledge Services Network (KSN), a state-of-the-art, web-based virtual collaboration system.


Mr. Brown is actively engaged in the Federal Government community, most recently serving as the Vice Chairman for the Combined Federal Campaign (CFC), which is the official workspace giving campaign for federal employees and retirees. Through his efforts, the CFC exceeded the 2022 contribution targets. Mr. Brown also holds leadership positions with the American Council American Council for Technology (ACT) and Industry Advisory Council (IAC) and Advanced Technology Academic Research Center (ATARC) as he is committed to providing a forum for Government and Industry to exchange ideas, best practices, and share lessons learned in support of Federal IT modernization.


Mr. Brown holds a Master of Sciences degree in Social and Organizational Learning from George Mason University and a Bachelor of Sciences degree in Business Administration from Strayer University. Mr. Brown is a former adjunct professor with the University of Phoenix where he taught graduate and undergraduate business management for fourteen years. He is also a United States Marine Corps veteran where he proudly served from 1984 – 1991.
