Courtney A. Winship is a U.S. federal government leader with 15 years of experience in customer experience and digital transformation. She is currently the Product Lead for the Homeland Security Information Network (HSIN). She is a strong advocate for using human-centered design and Agile practices. Courtney also believes deeply in building collaborative partnerships and data-driven decision-making.
Ms. Winship started her federal career at U.S. Citizenship & Immigration Services as a case adjudicator in London, England. She held leadership positions at USCIS headquarters in community relations, intergovernmental affairs, and digital services. Courtney also served as advisor to the USCIS Chief of Staff and Deputy Chief Data Officer, and played a key role in leading USCIS operations during Operations Allies Welcome, the processing and resettlement of Afghans in the U.S.
Prior to USCIS, Courtney worked in small business consulting and education helping to build and scale mission-driven organizations. She received her undergraduate degree with high honors from Tufts University and graduate degrees from the University of Pennsylvania and the London School of Economics.
